If you have urgent issues, always contact your Aruba partner, distributor, or Aruba TAC Support. I would first check the logs on the tftp server, then start a packet capture/Wireshark and see what the switch is sending and your tftp server is responding. Looks like a firewall or file access rights problem on your tftp server.
